About the foundation.
Francon Foundation is a 501(c)(3) institution headquartered in California. Founded in 2023 by physicist and investor Matthew Chase Levy, the Foundation makes focused grants across three areas — combating hate, empowering future leaders, and energy literacy and supporting science. It keeps a deliberately small portfolio of partners, among them schools, hospitals, research centers, and civic institutions, and stays with them.

The founder.
Founder & Board Chair
Matthew Chase Levy is a physicist, entrepreneur, and public servant who founded Francon Foundation in 2023.
He holds a BS from UCLA, an MSc and PhD from Rice University, and the Oxford MA. He is the first American physicist named a Newton International Fellow of the Royal Society and the youngest Honorary Fellow of Wolfson College, Oxford. He founded Noble Artificial Intelligence, Inc and serves as Advisor to AE Blue Capital. He is a Trustee of The Washington Institute and served on the Finance and Inaugural Committees for the Office of the Mayor of Oakland, Hon Barbara Lee (2025–2026). He has written extensively on fusion, policy, clean energy, and leadership, and has organised workshops on science and policy at Stanford University and the University of Oxford.
