Francon Foundation is a 501(c)(3) public charity governed by its Board of Directors, which approves the annual grants budget and holds the institution to its mission, its conflict-of-interest policy, and its public-charity obligations.
The Foundation is committed to independent governance and is expanding its board with independent directors.

Founder & Board Chair
Matthew Chase Levy is a physicist, entrepreneur, and public servant who founded Francon Foundation in 2023.
He holds a BS from UCLA, an MSc and PhD from Rice University, and the Oxford MA. He is the first American physicist named a Newton International Fellow of the Royal Society and the youngest Honorary Fellow of Wolfson College, Oxford. He founded Noble Artificial Intelligence, Inc and serves as Advisor to AE Blue Capital. He is a Trustee of The Washington Institute.
He founded Francon Foundation to put focused, long-horizon philanthropy on a durable footing — beginning with a public elementary school a few miles from home. He lives and works in the San Francisco Bay Area.
